The PSS2 was envisioned to be built in the lot located in the embankment of the Nam Van lake road system on Avenida Panorâmica do Lago Sai Van, next to the central viaduct of the Sai Van Bridge. It has a triangular shape with a confrontation to the North and South with the main circulation routes and to the West the Sai Van Bridge viaduct. The land was leased to the CEM concessionaire and its purpose was to build a Transformation Station.
